Assistant Professor Dr. Mona Muhammad Abdul Razzaq, Professor of Criminal Law at our college, participated in a committee to discuss a doctoral thesis on “Criminal Liability Arising from Crimes of Assault on Electrical Energy – A Comparative Study”, submitted by the student Israa Hussein Muhammad Ali.
The study aimed to address the dispersion of legal texts related to the protection of electrical energy among a group of laws, in addition to shedding light on the reasons for the absence of the Ministry of Electricity Law from criminal treatment of violations affecting electrical energy.
The study concluded that electrical energy faces many attacks that affect the special value of the electricity facility, so the legislator in many countries sought to legislate special laws criminalizing these attacks in addition to general texts, while the Iraqi legislator was satisfied with protecting electrical energy with scattered general and specific texts not related to energy, such as the Anti-Terrorism Law and the Public Roads Law.
